Juan Luis is a lawyer from the Pontifical Catholic University of Chile. He also holds a Master's in Law (LLM) with certification in International Business Law from American University Washington College of Law, Washington DC, USA.
His professional experience has been linked to telecommunications, technology, competition law, and regulatory matters, having been involved in several lawsuits that introduced important changes to these markets in his home country. He has worked in these areas both in Chile and the United States.
Upon his return to Chile (2010), he was appointed Chief of Staff to the Undersecretary of Telecommunications and later Head of the Telecommunications Development Fund Division of the same Undersecretary. From July 2012 until February 2019, he served as General Manager of Fundación País Digital, where he contributed to the creation of public digital policies, the discussion of Chile's digital agenda, and the creation of knowledge and content, having established the Digital Studies Center of the foundation. He currently serves as Executive Director of the Center for Future Studies at the University of Santiago de Chile and is also the representative for Chile and the Southern Cone of the American international consultancy Telecommunication Management Group (TMG).
