Fernando has focused his professional practice on public law, particularly administrative and regulatory law, litigating before ordinary and special courts, mainly in contentious-administrative proceedings. In addition, he has participated in the preparation of various legal opinions, memoranda, and legal briefs on different matters of public, administrative, and regulatory law. He developed his professional practice at the Human Rights Office of the Legal Aid Corporation.
