“A group of senators presented a few weeks ago a political system reform bill aiming to improve the representativeness and stability of the National Congress.
Among other issues, the initiative proposes that, for a political party to be assigned seats in the Chamber of Deputies, it must obtain at least 5% of the valid votes cast in a national election. Additionally, it establishes that parliamentarians who resign from the political party under which they were elected would lose their seat, seeking to strengthen party discipline and coherence in political representation. Finally, it prohibits the formation of lists composed solely of independent candidates.
This week, the bill was requested for a second reading, which means that for now its debate and voting will remain pending in the Senate. It seems to be a good time to reflect on the merits of the bill.”
