Lawyer from the Pontificia Universidad Católica de Chile with a Master's in Law (LLM), including certification in International Business Law, from the American University Washington College of Law, Washington DC, USA. His professional experience has been linked to telecommunications, technology, free competition, and regulatory law, and he participated in several litigation processes that introduced important modifications to these markets in Chile. He has worked in these areas in both Chile and the United States.
On his return to Chile (2010), Juan Luis was appointed Head of the Cabinet of the Secretary of Telecommunications and later, Head of Division of the Telecommunications Development Fund, at the same organization. From July 2012 until February 2019, he was the General Manager of Fundación País Digital, where he collaborated in the development of digital public policies, the discussion of the Chilean digital agenda, and in the creation of content for the Foundation’s Center for Digital Studies. He currently holds the position of Executive Director of the Center for Future Studies at the Universidad de Santiago de Chile and is the representative for Chile and Conosur for the international consulting firm Telecommunication Management Group (TMG).
